Job Title:  Youth Program Manager

Reports to:  LSWA Director

Division:  Lower Shore Workforce Alliance

Classification:  Full-time, non-exempt

Salary: $37,440 – $41,600 annualized based on experience

The Tri-County Council for the Lower Eastern Shore of Maryland is seeking a Youth Program Manager for its’ workforce division. A division of Tri-County Council, the Lower Shore Workforce Alliance (LSWA) provides Title 1 Adult, Dislocated Worker, and Youth programs under the Workforce Innovation and Opportunity Act (WIOA) of 2014. LSWA serves the three lower counties of Maryland’s Eastern Shore: Somerset, Wicomico and Worcester. All aspects of the local WIOA Youth Program are operated by LSWA’s Youth Program Manager.

 

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  • Understand and follow all policies, regulations, and requirements for youth programs under the Workforce Innovation and Opportunity Act (WIOA)
  • Make independent decisions based on regulations, budget, strategic plan and compliance
  • Community outreach: identify what needs the community requires; conduct effective presentations to all size groups
  • Design and produce documentation for targeted audiences to propose, explain, and/or promote WIOA youth programs
  • Creates and updates all program forms and training materials
  • Oversee program sub-grantees; train staff; maintain communication, evaluate adherence to contractual requirements; review, evaluate, and approve payment requests; approve participant enrollments, conduct on-site visits
  • Grant management: provide assistance to youth service providers, develop RFP’s; ensure compliance according to contracts
  • Participate in youth program budget development; operates within the annual budget; understand allowable expenditures and disallowed costs
  • Maintains organized and structured electronic records
  • Other related duties as assigned

 

REQUIREMENTS:

  • Bachelor’s degree in related field or the equivalent combination of education, training and experience
  • Prior experience determining program eligibility or program compliance is preferred
  • Strong computer skills, especially Internet research, Microsoft Office, email; working knowledge of MWE
  • Procurement, grant management, program management OR project management experience
  • Qualities: logical, team work, leadership, multi-tasker, time management and attention to detail
  • Ability to foster strong working relationships with internal and external partners
  • Strong communication and presentation skills
