Division: TCC‐Shore Transit

Since the COVID‐19 Pandemic, Shore Transit has experienced a significant shift in the service
utilization and demand which has shown the need for an evaluation of the entire public transit
service to ensure Shore Transit is meeting the post‐pandemic needs of our region, with a focus on ensuring access to transportation for our Areas of Persistent Poverty (AoPP) and
Historically Disadvantaged Communities (HDC) populations.

The objective of this study is identify the most efficient, effective, and inclusive public transit
system to meet the needs of our region to include ensuring equity and opportunity, while
ensuring sustainability within fiscal and resource constraints. This study will afford Shore
Transit an opportunity to understand the needs of our current ridership, the needs of our
AoPP and HDC populations who may or may not currently utilize our service, and the
transportation gaps which exist within the region that a restructuring of the service may help to close.

This procurement has a 10% DBE (Disadvantaged Business Enterprise) goal associated with it.
